Meeting Location: San Bruno Senior Center, 1555 Crystal Springs Road, San Bruno, CA
City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. All regular Council meetings are recorded and televised on CATV Channel 1 and replayed the following Thursday, at 2:00 pm. Recordings of the City Council meetings are available for listening at the City Clerk's Office and video of the City Council meetings may be viewed at www.sanbruno.ca.gov. Audio CDs with recordings of City Council meetings may be purchased at the City Clerk’s office, or may be listened to at the San Bruno Library. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodations or appropriate alternative formats for notices, agendas and records for this meeting should notify us 48 hours prior to meeting. 3. PUBLIC COMMENT ON ITEMS NOT ON AGENDA:
Individuals allowed three minutes, groups in attendance, five minutes. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

5. CONSENT CALENDAR:
All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion, unless requested.
a. Accept Accounts Payable of October 8, 2018 and October 15, 2018.
b. Accept Payroll of October 23, 2018.
c. Accept Draft Meeting Minutes for the Closed Session and Regular Meeting of October 9, 2018.
d. Adopt Resolution Accepting the City Park Restroom Replacement Project as Complete, Authorizing the Filing of Notice of Completion with the San Mateo County Recorder’s Office, and Authorizing Release of the Construction Contract Retention in the Amount of $58,327.
e. Adopt Resolution:
• Authorizing the City Manager to Execute an Agreement with DKS
Associates for Design of the San Bruno Avenue and Cherry Avenue Intersection Improvements Project in an Amount Not to Exceed $59,478 and
• Appropriating $72,000 from the Measure A Fund
f. Adopt Resolution Authorizing the Examination of Sales or Transactions and Use Tax Records to the Finance Director.
g. Approve City of San Bruno Response Letter to the San Mateo County Civil Grand Jury Report titled “Smoke-Free Multiunit Housing: No Ifs, Ands, Or Butts”.
h. Adopt Resolution Authorizing the City’s Participation in an Appeal of the Federal Communication Commission’s Orders on Small Cell Deployment.
6. PUBLIC HEARING:
a. Hold Public Hearing and Take the Following Actions to Approve the Mixed-Use Project at 111 San Bruno Avenue and 761 – 767 Huntington Avenue:
• Adopt a CEQA Conformity Determination for the Proposed Mixed-Use Project at 111 San Bruno Avenue and 761 – 767 Huntington Avenue
• Adopt a Resolution Amending the Transit Corridor Plan for the Mixed-Use Project at 111 San Bruno Avenue and 761 – 767 Huntington Avenue
• Waive First Reading and Introduce an Ordinance Amending Chapter 12.96 of the San Bruno Municipal Code to Establish a Planned Development District, Update the Zoning Map and Adopt a Development Plan for the Mixed-Use Project at 111 San Bruno Avenue and 761 – 767 Huntington Avenue
• Adopt Resolution Approving a Planned Development Permit and Architectural Permit for the Mixed-Use Project at 111 San Bruno Avenue and 761 – 767 Huntington Avenue
• Adopt Resolution Approving a Vesting Tentative Map for the Proposed Project at 111 San Bruno Avenue and 761 – 767 Huntington Avenue; and
• Adopt Resolution Authorizing Installation of Loading Zones on Huntington Avenue abutting the Mixed-Use Project at 111 San Bruno Avenue and 761 – 767 Huntington Avenue
7. CONDUCT OF BUSINESS:
a. Receive Annual Report from the Culture & Arts Commission.
b. Receive Report Regarding State Proposition 6 – Voter Approval for Future Gas and Vehicle Taxes and 2017 Tax Repeal Initiative.
c. Waive first reading and introduce ordinances repealing and amending portions of San Bruno Municipal Code Title 1 (General Provisions), and repealing and amending portions of Title 2 (Administration and Personnel), Chapter 2.04.
d. Adopt Resolution Authorizing the San Bruno Public Library to Participate in Food for Fines Program.

The next Regular City Council Meeting will be held on November 13, 2018 at 7:00 p.m. at the Senior Center, 1555 Crystal Springs Road, San Bruno.
