On October 19, 2018, and October 20, 2018, the Under 21 Consumption of Alcohol Suppression Team (<21 COAST Task Force), comprised of personnel from the San Bruno, Pacifica, and South San Francisco Police Departments, conducted operations aimed at preventing the accessibility of alcoholic beverages to individuals under the age of twenty-one. This effort included four “Shoulder Tap” Operations that included individuals under the age of twenty-one requesting individuals to purchase alcoholic beverages on their behalf and five “Minor Decoy” Operations that included individuals under that age of twenty-one attempting to purchase alcoholic beverages at various Alcoholic Beverage Control (ABC) licensed establishments located within San Bruno, Pacifica and South San Francisco.
Sixty-five people were contacted during the Shoulder Tap operations that resulted in the issuance of two citations for furnishing alcohol to a minor. The Minor Decoy operations were conducted at forty off sale ABC licensed locations (where alcoholic beverages are sold to be consumed elsewhere) and twenty on sale ABC licensed locations (where alcoholic beverages are sold to be consumed on site). A decoy, under the age of twenty-one, was sent into the establishments in an attempt to purchase alcoholic beverages. Thirty-seven of the off sale business establishments were successful in preventing this activity while three were unsuccessful. Nineteen of the on sale business establishments were successful in preventing this activity and one was not. Criminal complaints will be submitted to the District Attorney’s Office regarding the business establishments that were unsuccessful in preventing the unlawful purchase of alcoholic beverages. In addition, the Department of Alcoholic Beverage Control may take administrative action against the ABC licensees.
These operations were made possible by a grant awarded in California to local law enforcement agencies through ABC’s Alcohol Policing Partnership (APP) Program. The Alcohol Policing Partnership Program was created in 1995 to strengthen partnerships between ABC and local law enforcement agencies. The program is designed to put bad operators out of business, keep alcohol away from minors, and bring penalties such as fines, suspensions, or revocations against businesses that violate the law.
The members of the <21 COAST Task Force will continue to operate collaboratively in the San Bruno, Pacifica and South San Francisco jurisdictions with the goal of reducing alcohol related crime through enforcement, education, and community involvement.
