City Council Will Vote Tonight On Halus Windmill

The Board of Zoning Adjustments has approved the 100-foot-tall wind power structure but its decision is being appealed by a group of San Leandro homeowners.

The Heron Bay Homeowners Association will ask the City Council tonight to stop a San Leandro company from putting an electricity-generating windmill on its industrial property at the western end of Grant Avenue.

The company, Halus Power Systems, had its project approved in February by the Board of Zoning Adjustments.

Halus refurbishes used windmills and reinstalls them for the purpose of generating electricity off-the-grid.

The City Council meets in open session at 7 pm at San Leandro City Hall. (Click for link to agenda and supporting documents.)

Monday night's action is an appeal by homeowners whose properties lie across an open field some distance from the project, but in view of proposed 80-foot tall windmill whose blades will extend another 20 feet above the rotor.

The appeal is based on objections initially raised by neighborhood activist Benny Lee, and includes its effects on views, property values and wildlife. (Click here for link to letter.)

Lee told Patch he will recuse himself from taking part in tonight's vote.

A memo prepared by city staff recommends approval of the project and details the process of environmental reviews.

A PDF of the city staff review is attached.
