Man Who Upskirted Women On Santa Cruz Wharf Arrested: Police

He dropped near the women and allegedly took photographs up their skirts, police said.

SANTA CRUZ, CA — The Santa Cruz Police Department has arrested a man who allegedly upskirted women shopping on the municipal wharf, police said.

Norman Rush was arrested Thursday thanks to the community, patrolling officers and detectives, said Santa Cruz Police Chief Andrew Mills on Twitter. Santa Cruz County Jail records indicate Rush was not behind bars as of Friday morning.

The incidents occurred around 3 p.m. Sunday while two women were shopping. Rush allegedly dropped keys near the women, then reached down with a concealed camera in his hand to take a photo under their skirts, police said.
