SANTEE, CA — Santee residents in Districts 3 and 4 chose who they want to represent them on the City Council in Tuesday's general election.
Two District 4 candidates competed to replace Councilman Stephen Houlahan, who ran for mayor. As of Wednesday morning, Samantha "Samm" Hurst held a lead over Dustin Trotter, according to unofficial vote totals from the San Diego County Registrar of Voters.

The council consists of an elected mayor and four elected council members. Santee moved from at-large elections to district elections for the council in 2018. This year, the fourth and final area of the city was represented in the election.
It was unclear how many votes remained to be tallied, and with the prevalence of mail ballots in Tuesday's election, it could be days or weeks before final numbers are determined.
