Groton City borrowed $34.5 million from 2006 to 2008 to build and expand Thames Valley Communications. But by 2013, the city had to sell at a tremendous loss.
As was reported by Patch at the time, Thames Valley had to double the number of customers it had to make it work. But in less than two years, the city found itself subsidizing the operating expenses of the company at a cost of about $2.5 million a year. So it sold the company to an investment firm for $150,000.
