Police Seize 670 Heroin Bags, Mercedes Benz in Drug Investigation

The investigation spanned several towns and included the arrest of a Hartford man and the search of a suspected stash house in Windsor.

An investigation into the sale of heroin uncovered a connection linking the Capitol City region to southeastern Connecticut towns. According to the Town of Groton Police Department, the investigation resulted in the April 27 arrest of a 23-year-old Hartford man in Windsor.

Jeffrey Jean-Philippe of 377 Woodland St., Hartford, was charged with the following:

  • Operating a drug factory
  • Possession with intent to sell crack cocaine
  • Possession with intent to sell heroin
  • Possession of a controlled substance

At the time of the arrest, police seized:

  • Approximately 670 bags of heroin packaged for sale
  • 12 grams of crack cocaine
  • $2,000 cash
  • Alprazolam pills
  • A Mercedes Benz

Search of Suspected Stash House in Windsor

A search warrant was issued for a suspected stash house in Windsor and police said they discovered a drug factory where heroin was allegedly processed and packaged.

"Seized during then search warrant was approximately 70 grams of suspected uncut heroin, scales, crack cocaine and packaging/processing materials were seized," Groton Police said. "The estimated street value of all drugs seized during this investigation is $60,000."

Jean-Philippe posted a $250,000 bond and was issued a May 10 court date.

The investigation was conduced by the Regional Community Enhancement Task Force in conjunction with the Drug Enforcement Administration, Windsor Police Department, and Hartford Police Department.
