Fatal Shooting Suspect Louis Seignious: What You Need To Know

MASHANTUCKET, CT — Tribal police have three warrants for Louis Seignious, 31, accused of killing his cousin, Vincent A. Sebastian III, 28, in Westerly, Rhode Island Saturday. And Westerly Police Chief Shawn Lacey has a first-degree murder warrant for Seignious good in all 50 states, he said.

Lacey believes Seignious, of Norwich, may be holed up on the Mashantucket Pequot Tribal Nation reservation, despite talk that he left the state. Lacey says his investigators are working with myriad law enforcement agencies including the Ledyard, Groton, Norwich, and Mashantucket Tribal Police departments among others in the hunt for the convicted felon and accused murderer.

"We are working several leads in the area to track down his location," Lacey told Patch. "There's no reason to believe he's not in the area."

It Began Saturday Evening When Sebastian Was Killed With A Single Gunshot To The Chest

Just before 4 p.m., Westerly Police were dispatched to 11 B Marriot Ave. in Westerly's North End neighborhood for a report of a shooting. When officers arrived, they found Sebastian with a single gunshot wound to his chest. Westerly Ambulance medics performed life-saving measures, Lacey said, but Sebastian, of Fanning Road in Ledyard, was pronounced dead at the scene at 4:29 p.m. Seignious and Sebastian are cousins; the latter has a child with a woman at the Marriott Avenue house, police said.

Lacey said that Seignious fled into Connecticut and soon, there was a chase and then search on foot in the woods in Ledyard near the reservation. Ledyard Police warned the public to stay indoors saying Seignious was "armed and dangerous."


Lacey said Tribal Police were involved in the initial chase, but that Seignious ran from his car fleeing into the woods. Lacey said K-9 officers tried tracking Seignious but were unsuccessful.

Indeed, after more than two hours, Ledyard Police posted to Facebook saying that after an "extensive search of the area involving Ledyard Police, Mashantucket Tribal Police, Connecticut State Police, and K9 and patrol units from Westerly Police, Groton Town Police, Stonington Police, and Montville Police, Shewville Road has been reopened to traffic" and Seignious was not found.

Ledyard, Mashantucket and other police have maintained a presence in the area. Tribal Police have three warrants for him related to the pursuit, Lacey said.

An 'Extraditable Murder Warrant Good In All 50 States'

Lacey said that as have been pursued in Ledyard, Mashantucket, Groton and Norwich, and while there's been suggestion he may have fled the state, Lacey is not convinced he's left Connecticut and believes he's on or close to the reservation.

Police have also looked for him in Norwich, where he lives. Regardless, Lacey said they will catch him and he has an "extraditable warrant for first-degree murder good in all 50 states."

"All the agencies are working together and following-up all leads to locate him," the chief said. "There's no reason to believe he's left."

Lacey and other police involved in the search for Seignious said he is "still considered armed and dangerous."

"If you see any suspicious persons in the area, call 911 immediately," Ledyard Police said.

Lacey said anyone with tips should call Westerly Police at 401-596-2022.


Seignious Has Several Criminal Convictions

Seignious was found guilty in 2014 pf a 2010 burglary. He and Sebastian were co-defendants in a 2011 Ledyard home invasion. Found guilty of first-degree burglary and second-degree attempted robbery in 2014, Seignious was given a 12 year prison sentence; he served five.

After prison, he was arrested and found guilty of violating his probation in 2017 and again in 2018, court records show. Currently he has a pot possession charge in Groton and a failure to appear in court from Ledyard Police. He's due in court on those charges on Feb. 19.
