Norwich Man Shoots, Kills Cousin In Westerly, Is On The Run: Cops
Police say suspect Louis Seignious Jr shot and killed his cousin Vincent Sebastian in RI. Seignious is on the run, armed and dangerous

LEDYARD, CT — A fatal shooting in Westerly, RI late Saturday afternoon had suspect Louis M. Seignious of Norwich hunted in Ledyard by numerous police agencies. He was not found and is armed and dangerous, police said.
Westerly Police Shawn Lacey said Seignious, 31, shot and killed his cousin Vincent Sebastian, 28, at a house on Marriott Avenue late Saturday afternoon and then took off heading toward Ledyard where his car was found. Police then began a foot search, first announced by Ledyard Police who warned residents to stay inside.
But after an "extensive search of the area involving Ledyard Police, Mashantucket Tribal Police, Connecticut State Police, and K9 and patrol units from Westerly Police, Groton Town Police, Stonington Police, and Montville Police, Shewville Road has been reopened to traffic" and Seignious was not found. Lacey said he's armed and dangerous.

Ledyard and Mashantucket Police are "maintaining presence in the area as other leads are pursued. If you see any suspicious persons in the area, call 911 immediately."
In a emailed statement just before midnight Saturday, Lacey described what happened:

Just before 4 p.m., Westerly Police were dispatched to 11 B Marriot Ave. for a report of a shooting and when they arrived found Sebastian with a single gunshot wound to his chest. The Westerly Ambulance came and "after unsuccessful attempts to revive" Sebastian, 28, of Fanning Road, Ledyard, he was pronounced dead at the scene at 4:29 p.m.
Westerly Police learned that Seignious had taken off "possibly heading to Connecticut."
Shortly afterward, Mashantucket Police were involved in a chase with Seignious. He ran from his car fleeing into the woods. Lacey said K-9 officers tried tracking Seignious but were unsuccessful and he is still on the loose.

Lacey said Seignious and Sebastian are cousins and Seignious has a child with the "female resident of the Marriot Avenue location."
Westerly Police Detectives continue to investigate. The Rhode Island Medical Examiner’s Office responded and removed the body.
Seignious and Sebastian both have long criminal records and were co-defendants in a 2011 Ledyard home invasion.
