Proposed Processing Plant in Monroe Gets Public Hearing

MONROE, CT — A processing plant for United Mining Northeast got its first public hearing earlier this month, The Monroe Courier is reporting.

The processing facility, which converts glass to components used for paving, would be the largest of its kind in the U.S. Developers are proposing to build the 68,100 sq. ft. plant at 10 Victoria Drive in Monroe. That had been the site for a proposed Walmart, a project since scuttled.

The current zoning restrictions for the area the plant would occupy allow the building to have a maximum height of 55 feet and its accessory silos to have a maximum height of 65 feet. The operation is being overseen by the state Dept. of Energy and Environmental Protection under a Beneficial Use General Permit. An additional permit — covering any airborne emissions — has yet to be issued by DEEP.

Designs for the plant call for all recycling operations yo happen indoors, with pneumatic machinery shuttling the finished paving component to the silos for storage and customer pick-up.

The public hearing on the proposed construction will continue at the next Planning and Zoning Commission meeting on Sept. 6.
