Two Troopers Promoted By Connecticut State Police
Lieutenant Colonel Jay DelGrosso and Major Todd Harbeck were promoted in a socially-distanced ceremony.

The Connecticut State Police promoted two Troopers during a ceremony today at State Police Headquarters. James C. Rovella, Commissioner of the Department of Emergency Services and Public Protection, and Colonel Stavros Mellekas, Commanding Officer of the Connecticut State Police, formally promoted the Troopers in a socially-distanced manner.

The following Troopers were promoted:
Lieutenant Colonel Jay DelGrosso

Lieutenant Colonel DelGrosso was promoted from Major and has been assigned to command the Bureau of Professional Standards. He most recently was Chief of Staff to Commissioner James Rovella. A Trooper for 21 years, he previously served as Commanding Officer of the Eastern District Major Crime Squad, as Commanding Officer at Troop E in Montville, as Commander of the State Police Eastern District and as Lieutenant in the Bureau of Professional Standards. He has also been assigned as Trooper at Troop D in Danielson and to the Troop D Quality of Life Task Force, as well as Sergeant at Troop F in Westbrook. Lt. Col. DelGrosso has earned two Medals for Outstanding Service, three Unit Citation Awards and two awards from MADD. Before being sworn in as a Trooper, he served six years with the Stonington Police Department as a patrol officer, youth officer and detective. He holds a B.S. from Southern CT State University.
Major Todd Harbeck
Major Harbeck was promoted from Lieutenant and will now serve as Chief of Staff to Commissioner James Rovella. Major Harbeck has been a Trooper for 21 years and most recently served as Commanding Officer at Troop E in Montville. He also served as Commanding Officer at Troop C in Tolland and for the Eastern District Major Crime Squad. Major Harbeck’s experience includes assignments as Sergeant with the Statewide Narcotics Task Force, the Montville Resident Trooper’s Office and the Casino Unit. He has earned the State Police Medal for Meritorious Service, the Medal for Outstanding Service, and two Unit Citations. Major Harbeck earned a B.S. from Rhode Island College and was an officer for ten years with the West Warwick (RI) Police.
