In promotional materials from Netflix, it's explained that "...cast and creators of Orange Is The New Black are honoring the passionate fans that have evangelized this beloved show over the years, by having the Orange Army themselves create the key art for the series finale."

In other words, 10 "dedicated, talented, and diverse artists from across the globe - the UK, Armenia, Brazil, Italy, and the US - were hand selected via social media to have their showpiece displayed across busses, buildings, and billboards all over the world, in celebration of the seventh and final season premiere."
