Developer Sues Rocky Hill Over Zoning Denial

A developer who sought to build a hotel and restaurant is suing the town after his plans were rejected.

ROCKY HILL, CT — A Westbrook developer is suing Rocky Hill for the Planning and Zoning Commission's denial of a $10-million project proposed for Silas Deane Highway, according to The Hartford Business Journal. Ron Lyman was unanimously rejected by the commission when he applied for a special permit and site plan approval for the 126-room hotel and 5,660-square-foot restaurant.

Lyman has owned the 12.91-acre property for two decades and proposed several unsuccessful developments for the site.

The Hartford Courant reported that he considers the denial “unreasonable, improper, illegal, arbitrary and constitutes an abuse of the discretion, responsibilities and duties vested in the commission.”

Residents of the area opposed the project, stating that it could bring crime and attract more low-end hotels.
