Governor's Cuts ... How Does Suffield Stack Up?

Gov. Malloy wants to cut millions in state aid to local communities to reduce the state's deficit. See how much each state town would lose.

HARTFORD, CT — Gov. Dannel Malloy has put together a deficit mitigation package that would help close the current fiscal year budget gap after a massive drop in income tax revenue in April.

The gap stands at about $390 million with less than two months in the current fiscal year.

Towns across the state would face a $19.3 million cut in state aid that was expected on June 30. Suffield would be cut $943,411.66.

The cut would come as municipalities prepare their budgets for next fiscal year and might be considered a last-minute surprise as several towns have already prepared, or approved, their budgets for next year. (See the town-by-town proposed cuts below.)

“Given recent revenue projections showing the state facing a potential shortfall, I find it necessary to take aggressive steps to ensure this year’s budget ends in balance,” Malloy said in a letter to legislative leaders. “My overriding goal is to solve this fiscal year’s potential shortfall without engaging in deficit borrowing, particular since the Economic Recovery Notes from the 2009 deficit will not be fully repaid until next year.”

The bulk of the gap would be covered by using $235.6 million of the state’s budget reserve, aka “rainy day,” fund. The fund would be nearly depleted. State agencies would also face small cuts.

Revenue from one-time sources such as legal settlements would also be used to help close the gap. Some actions would require legislative approval.

Already, the planned cut to municipal aid was rebuked by the Connecticut Conference of Municipalities. Executive director Joe DeLong said that the state has to stop pushing its problems onto property taxpayers, according to the CT Mirror.

Both Republican and Democratic legislative leaders said they would have to study the proposal in more detail.
