Man Charged in Two Same-Day Cases of Assault, Strangulation
Victim was assaulted twice by her boyfriend, once in her home and again in Elizabeth Park.

A Willimantic man was arrested by both West Hartford and Hartford Police on Sunday night, and charged in two domestic incidents against the same victim.
West Hartford Police said that Dennyson Ramoutar, 31, of 12 Bellevue St., Willimantic, was with the victim in a residence at 34 Nesbit St., West Hartford, while she was talking on the phone with a friend. According to the police report, Ramoutar became jealous, believing the victim, whom he met online and had been dating for five months, was cheating on him.
According to police, Ramoutar took the victim's cell phone, reset her password and erased its contents, and refused to return it to her. Police said that the victim was physically restrained by Ramoutar when she tried to leave the apartment.
The police report states: "Ramoutar then strangled her and threw her against the wall breaking the blinds."
The victim attempted to dial 911, police said, but Ramoutar interfered with the call and made threats against her family and friends.
According to police, the victim agreed to go to Elizabeth Park with Ramoutar to continue talking about her relationship. The police report indicates that the second assault, which was documented by Hartford Police, occurred in the Elizabeth Park.
Police said that the victim sustained visible bruises on her forearms, but refused medical attention. Her injuries were photographed as documentation, they said.
Ramoutar was charged with coercion, disorderly conduct, third-degree assault, second-degree strangulation, second-degree threatening, third-degree criminal mischief, first-degree unlawful restraint, and interfering with a 911 call.
He was initially held on a $250,000 surety bond. According to the Hartford Courant, Ramoutar appeared in court on Monday, and was held on $50,000 bail. The Courant reported that he was due back in court on Wednesday to post bail and have a GPS device attached to his ankle.
The Courant also reported that Ramoutar was not a corrections officer at the Donald W. Wyatt Detention Facility in Central Rhode Island, as he originally reported to West Hartford Police. They also report that he has a case pending in Superior Court in New London, for charges of harassment, impersonating a police officer and violating a protective order.
