In their full report, NerdWallet has this to say of Windsor Locks:

Nestled between Hartford and Springfield, Mass., Windsor Locks is named for a set of canal locks that date back to the mid-19th century. The town is accessible by land, water (the Connecticut River) or air (Bradley International Airport). Visitors flying out have the option of making a quick stop at the New England Air Museum, next to the airport. With the second-lowest homeownership costs on our list, Windsor Locks makes a great destination for owners looking to save on spending while still keeping accessibility.
