City Of Dunedin Names New Deputy City Manager

The city also welcomes Sue Burness as the new communications director and Paul Stanek as the new director of public works.

DUNEDIN, FL — Dunedin City Manager Jennifer Bramley has announced the appointment of Jorge M. Quintas as the new deputy city manager, replacing Doug Hutchens who retired from the city effective March 31 after a 34-year career with the city of Dunedin.

Quintas has 37 years of civil engineering, management and administrative experience. He was hired in May 2014 as the director of Public Works & Utilities and city engineer, responsible for the largest city department, comprised of more than 150 employees.

Effective April 1, Quintas will oversee Parks and Recreation, Fire/Rescue, Public Works and Utilities, the Dunedin Library and the City Marina. He will also manage large-scale special projects.

“Jorge is more than ready to move up to the deputy city manager position given his education and experience,” said Bramley. "Jorge is a hardworking, dedicated public servant and I am looking forward to working with him as he helps push the organization to the next level.”

Prior to his tenure with the city of Dunedin, Quintas worked for Pinellas County from 2000 through 2014, holding several positions, from senior engineer, director of engineering, director of operations for public works to director of engineering and technical support.

He spent the first half of his career working in the private sector for local and international engineering consulting firms on projects throughout Florida, in Argentina, Puerto Rico, Hawaii and Guam.

As the Public Works & Utilities Department director and city engineer, Quintas provided direct supervision of Dunedin’s engineering division, along with oversight of the Water, Wastewater, Solid Waste & Recycling, Public Services and Fleet Services Divisions, as well as the Utility Billing Section.

Prior to his appointment as deputy city manager, Quintas provided oversight of several municipal projects, including the refurbishment of the city’s reverse osmosis water treatment plant; the new Emergency Operations Center; Solid Waste Vehicle Storage Building, and various drainage and roadway improvement projects throughout the city.

Quintas holds a bachelor of science degree in civil engineering from the University of South Florida. He is the recipient of the 2017 American Public Works Association West Coast Branch – Public Works Director of the Year Award. Read Quintas' biography here.

New Communications Director Named

The city also welcomes its new communications director, Sue Burness.

Burness started with the city on March 15. She comes to Dunedin from the city of Dublin, Ohio, where she was director of communications and public information.

She started at the city of Dublin in January 2011, serving as the strategic communications/marketing adviser for the city manager and leadership team.

She led citywide marketing, strategic communications, messaging, issues management, media relations, crisis communications, graphic design, digital communications, video production, photography and brand alignment for external and internal audiences. Read her biography here.

New Public Works Director Named

The city of Dunedin also extends congratulations to Paul Stanek, who has been named the new director of public works. Stanek has been with the city of Dunedin for 15 years, and has more than 30 years of public sector utilities management, inspection and permitting-related experience.

He graduated with a bachelor of science in biology from USF and spent 17 years working for the Department of Health in Pinellas County.

“Paul Stanek’s dedication to the community is second to none,” said Bramley. “He is more than ready to step in as director of Public Works and Utilities. Paul’s emphasis on excellent customer service will serve the community well as he assumes the leadership of the city’s largest department.”
