At 5 p.m. Sunday, Tropical Storm Elsa was located just south of Cuba and had maximum sustained winds of 60 mph. While there remains a high level of uncertainty as to the future intensity and arrival of the storm, forecasting models are mostly in agreement that that storm will track up the Florida west coast. Pinellas County may experience flooding in coastal and low-lying areas and loss of power due to downed trees and limbs Tuesday and Wednesday. Tornadoes and waterspouts also are possible.

The National Weather Service has placed the Tampa Bay area under both a tropical storm watch and storm surge watch. A tropical storm watch means that tropical storm conditions are possible in the watch area within 48 hours. A storm surge watch means there is a possibility of life-threatening inundation from rising water moving inland from the coastline.
