Miami Area Healthcare Workers Face Administrative Action

TALLAHASSEE, FL — Florida state health officials issued emergency suspension or restriction orders against four Miami area healthcare workers last month — and in one case — a massage therapist for "serious violations," according to the Florida Department of Health. The agency said that such violations can include the commission of crimes, violations of standards of care, drug use, impairment, drug diversion, sexual misconduct or student loan defaults. The agency did not release specific details on each case.

Overall, the state agency issued 39 emergency suspension orders or emergency restriction ordersduring February for serious violations, officials said.

Each person named by the agency is entitled to a hearing before final action is taken by a regulatory board or by the department, according to state health officials.

The agency took action against the following Miami area licensees:

• Dominic Andreas Abosi, a licensed massage therapist on Miami Beach was given an emergency restriction order on Feb. 16.
• Fannie Oden, a registered nurse in Kendall received a suspension order on Feb. 26
• Marlen Guerra Reyes, a certified nursing assistant in Miami was given an emergency suspension order on Feb. 1. According to an administrative complaint filed against Guerra Reyes, she was accused of striking an 81-year-old patient on the mouth in December. The patient suffered from dementia, Parkinson's disease and other medical issues that rendered her unable to give consent.
• Jacqueline Troncoso, a registered nurse in Hialeah received a restriction order on Feb. 6.
