Strange car and person in Lanier Springs Subdivision

This car was parked with motor running outside my home this morning about 400 feet from my driveway. I drove by and saw that he was a black male with a black knit button up shirt on with a gold badge emblem sewn on the left side of his shirt (his window was down and I looked straight at him). I went to the opening of our subdivision and turned around and came back and looked at him straight on very slowly. Also seeing that the car has plates on front of car also. As he realized I was checking him out, he begin to slowly drive away. I immediately called 911 and police have been doing rounds of the area. Just be on the look out, there was just a home invasion in Sugar Hill 2 miles away about 3 weeks ago on a Sat morning at 7am in the morning and they pretended to be police.
