The family of architect Jim Barker sold the one-of-a-kind structure, and surrounding property, to the county for $1.8 million in 2003.
The idea was that the saucer-shaped building would be used for administrative offices or some other public use. But nothing was every done with the building and it fell into disrepair, making it unusable, county officials said.
