Upscale Builder Tapped By Douglasville To Develop Town Green Area

A company with upscale mixed-use developments throughout metro Atlanta was chosen by Douglasville to build luxury apartments at Town Green.

DOUGLASVILLE, GA — A Florida company with an Atlanta presence has been chosen by the City of Douglasville to develop the area surrounding the new Town Green and Amphitheater, with the possibility of construction starting as early as next year.

The selection of Mill Creek Residential, based in Boca Raton, Florida, was announced Wednesday. Mill Creek’s planned development will mix residential and commercial space, with luxury apartments interspersed with retail shops and restaurants in downtown Douglasville.

Mill Creek has already built similar upscale apartment/retail developments throughout the United States, including Atlanta-area Modera complexes in Buckhead, Midtown, Decatur, Sandy Springs and Vinings.

Mill Creek “has a great track record of creating high-quality developments that have achieved great success in metro Atlanta,” said City of Douglasville spokesperson Jason Post.

“Douglasville has some real tailwinds of economic development and is sincere about tapping into the potential of their downtown area,” said Pat Chesser, Managing Director of Mill Creek Residential-Atlanta. “We are excited to be a part of it and develop a project complementary to the city’s Town Green.”

The announcement is the first step in Douglasville’s partnership with Mill Creek, which will make an escrow deposit and then conduct preliminary work toward the development. If Mill Creek then decides to move forward, the financial terms will be finalized, and the sale will take place after required zoning approvals and permits are issued by the city. The sale could occur late this year or in early 2022, with construction starting in spring of next year.

According to a statement from the city, Douglasville will receive both a cash payment for the land and a boost to the area’s tax revenues from the Mill Creek development if their agreement reaches fruition.

“This will be a transformative project for our downtown,” said Chris Pumphrey, president of Elevate Douglas Economic Partnership. “It will be the perfect complement to our Town Green investment, delivering a mixture of upscale apartments and retail operations.”

“We are so enthusiastic about what the developer has shown us for this project,” said Mayor Rochelle Robinson. “Bringing the Town Green to our downtown has been a huge goal of mine for the past few years and I am so happy that we are starting to see this project come to fruition.”
