Mother Murdered Her 2-Year-Old Through Neglect: Police

An autopsy says a two-year-old Lilburn girl weighed only 14 pounds when she died from malnutrition. Her mother has been charged with murder.

LILBURN, GA — A Lilburn woman has been arrested and charged with cruelty to children and felony murder after her two-year-old daughter died through neglect, police say.

Devin Moon, 29, called police and reported her daughter was unresponsive and cold to touch, July 24 at 3:30 p.m. When Gwinnett County Police Department officers arrived at 4305 Paxton Lane, they found Reygan Moon was already dead. She was 2 years and 11 months old.

Detectives interviewed Devin Moon, who said Reygan was born with medical issues which prevented Reygan from gaining weight. Devin Moon was not charged at the time and detectives continued their investigation.

Instead, authorities say that Devin left her daughter home alone most nights while she went to work, police said. Devin had previously been reported by her family, who were concerned for Reygan’s well-being and she cut off contact with her family members as a result. They had not seen the child in about a year.

An autopsy was performed July 25 and the cause of death was determined to be neglect through malnutrition. No other medical issues were discovered which would have led to Reygan’s death, according to police. Her weight at the time of her death was 14 pounds.

Devin Moon remains in custody at the Gwinnett County Detention Center without bond.
