Dog Abuse Caught By Neighbor's Security Camera, Man Arrested

A man has been arrested and charged with animal cruelty after his neighbor's security camera caught him abusing a puppy, police said.

SNELLVILLE, GA -- A man has been arrested and charged with animal cruelty after his neighbor's security camera caught him abusing a puppy in his garage, according to Gwinnett County police.

Ernest Earls, 54, was arrested after the video showed Earls hanging a dog by the collar, according to the police report. The abuse happened in on Rainbow Drive in Snellville.

"I just felt bad for the puppy," the neighbor told WSB-TV. "It's no way to live. It lived inside a small cage, possible even leashed to the wall. You never really saw the animal. It's just a shame. It doesn't deserve to live like that."

The video appears to show Earls picking the puppy up by the leash, attached to a collar around the dog's neck, and twirling the puppy around in the air by the leash and collar.

Neighbors told the TV station that Earls only had the puppy couple of weeks, and he kept the puppy leashed to the wall inside the garage.

The neighbor said he installed cameras at his property once his cat lost a leg when someone shot it with a pellet gun.
