Deerfield Public Library Closes the Book on Overdue Fines

The Library has eliminated late fees, though users will still be responsible for replacement costs.

Beginning December 1, 2020, Deerfield Public Library cardholders will no longer accrue late fees for materials returned after the due date. The move toward eliminating overdue fines began in 2019 with the launch of automatic renewals, which decreased overdue fine collections.

“The elimination of overdue fines further supports the Library’s commitment to open access,” said Amy Falasz-Peterson, director of the Deerfield Public Library. “When barriers are removed, everyone benefits.”

Due to COVID-19, the Library has not actively collected fines since early March 2020. In preparation for the switch over to operation as a “fine free” library, fines have been retroactively eliminated, though replacement bills remain on accounts. To date, over 3,200 cardholders have had fines cleared from their accounts.

Library patrons will receive a courtesy reminder two days before a due date. Then notices will be sent when items are two, seven, and 14 days overdue. At 21 days, a patron’s card will be blocked. Until items are returned, they will be unable to place holds, check out any materials, including from the digital collection, or use the MakerSpace remotely. At 28 days overdue, a billing notice will be sent for full replacement cost of the item.

“Our new fine free status will provide welcome relief to many people impacted by the economics of the pandemic,” said Falasz-Peterson. “Deerfield patrons have been conscientious about use of library resources, and we anticipate that the elimination of overdue fees will support that continued strong sense of responsibility and sharing.”

The elimination of overdue fines is part of a national trend endorsed by the American Library Association (ALA). Last year, the ALA passed a resolution announcing “fines as a form of social inequity,” and also states “mounting evidence that indicates eliminating fines increases library card adoption and library usage.” Deerfield Public Library joins other libraries in the area that have eliminated fines in recent years, including Indian Trails Public Library, Lake Forest Library, Northbrook Public Library, and Vernon Area Public Library.
