Luke Stowe Appointed Evanston Administrative Services Director
Stowe will also continue in his role as the City's Chief Information Officer (CIO), leading the City's technology initiatives.

Evanston City Manager Erika Storlie today announced the appointment of Luke Stowe as the City’s administrative services director.
Stowe, who has served as the City’s interim administrative services director since September 2019, will assume the role permanently, overseeing the City’s Information Technology (IT), Human Resources, Facilities & Fleet Management, and Parking Services divisions. He will also continue in his role as the City’s Chief Information Officer (CIO), leading the City’s technology initiatives, which he has held since 2016.

“Luke has dedicated his career to making government services more convenient, efficient, and accessible for all community members,” Storlie said. “Thanks to his strong leadership, collaboration, and vision, Luke has been nationally recognized as a local government leader and is widely respected by his colleagues, peers, and the greater Evanston community. Most recently, his leadership was critical to ensuring the continuity of City services during the COVID-19 pandemic, securely transitioning both City services and staff from in-person to remote operations. I feel fortunate to have worked with Luke for nearly a decade, and I’m thrilled to continue working with him in his role as administrative services director.”
As interim administrative services director, Stowe’s focus has mainly been on leading the department through the COVID-19 crisis. The Administrative Services Department has played a crucial role in supporting staff and the community in responding to and now recovering from the global pandemic. During his tenure in Evanston, Stowe has also worked on numerous technology and community engagement projects related to the City website, social media, open data, cybersecurity, and 311 services.

Stowe brings more than 20 years of local government experience to his role. He joined the City in 2012 and has served in various management, information technology, and digital services positions. Before his service in Evanston, he held related roles in Champaign and Lake County governments and the private sector.
Stowe was recognized as one of 2018’s “Top Doers, Dreamers & Drivers” by Government Technology Magazine, and he was nominated for Local IT Leader of the Year by StateScoop.
