Top 10 Biggest Losers and Winners Under Proposed School Funding Formula
These school districts would stand to lose or gain the most funding under new state plan.

Senate Bill 1, arguably the most controversial piece of legislation currently before the Illinois Senate, would alter the state’s school funding formula by diverting more education dollars to school districts where property tax wealth is significantly lower.
The proposal has drawn ire among suburban school district officials and parents since the majority of districts that would lose funding are in Chicago suburbs and collar counties. While the current school funding formula is undoubtedly broken, residents of wealthy districts provide close to 80 percent of their school funding through their sky-high property taxes. This is one reason why those in wealthier districts are displeased by the prospect of more of their state income tax dollars going towards far-flung school districts that already get a proportionally larger share of state funding.
You can see the top 10 suburban school districts that would lose the most funding here, as well as the biggest winners under the new formula. If you don’t see your local district among the top 10, a data table follows with funding changes for each school district.
