Frankfort Approves $1.2 Million Water Main Contract

The board also approved proposals for its lawn maintenance program, streetlight repair and sanitary sewer program.

FRANKFORT, IL — At its meeting on Tuesday, the Frankfort Village Board approved several contracts and proposals regarding its various maintenance programs, including a $1.2 million contract for its 2020-21 water main replacement program.

The board unanimously approved all the proposals and contracts as part of the consent agenda.

The board adopted a resolution authorizing a 2-year contract with Bill's Lawn Maintenance and Landscaping, Inc. According to board documents, Bill's Lawn Maintenance was the lowest bidder with a cost of $115,525 annually.

The business will provide lawn mowing, bush trimming and landscape bed maintenance services for the village for 2021 and 2022 lawn mowing seasons, board documents state.

Streetlight Repair Program

The board also approved a 2-year contract with Excel Electric, Inc., for streetlight repair. According to board documents, the Village owns and maintains 1,455 streetlights.

The Village hires an outside contractor for "more involved" repairs of the lights, board documents state. Excel Electric submitted the lowest bid of $118 an hour for regular time and $165 an hour for after-hour repairs.

Trustee Adam Borrelli, who chairs the Operations Committee, said Excel Electric's bid was "substantially lower" than the other three bids received.

Water Main Replacement Program

Several water mains in town will also be replaced after the Village Board approved a contract with Austin Tyler Construction for its 2020-21 program. The contract will not exceed $1,284.093.26.

According to board documents, the water main on Bankview Drive, Walnut Ridge Court, North Butternut Circle/Hickory Ridge Court, Locust Street, and Wisconsin Road will be replaced.

The village had previously approved seven locations for its program, and construction is almost complete, board documents state. As a result of competitive prices, there is unallocated water main replacement funds in the 2020-21 budget, so the Village is replacing additional sections of water main.

Sanitary Sewer and Manhole Rehabilitation Program

Lastly, the board approved a $149,777 contract with Duke's Root Control for its 2020/21 sanitary sewer and manhole rehabilitation program. Board documents state the project includes manhole sealing, coating and grouting, cover replacement, and frame resets.
