Police Chief Named New Kane County Treasurer
Carpentersville Police Chief Michael Kilbourne will finish out the term of former Treasurer David Rickert, who resigned in January.

KANE COUNTY, IL — Carpentersville Police Chief Michael Kilbourne was named Wednesday as Kane County’s next treasurer, filling the vacancy left by the resignation of former Treasurer David Rickert.
He is set to start April 5 and hold the post until Nov. 30, 2022, the end of Rickert’s four-year term.

Kilbourne, who has served as Carpentersville police chief for the past six years, was unanimously approved as the new treasurer by the Kane County Board. He has been a member of the Carpentersville Police Department since 1989, according to a news release.
Maria Herrera has served as acting Kane County Treasurer since Jan. 12, about a week after Rickert resigned to become Winnebago County’s chief financial officer.

Rickert ran in November to become Kane County's next board chairman but lost to Democrat Corinne Pierog. Several weeks later, Rickert was hired as chief financial officer for Winnebago County, though he still had two years left in his term as Kane County treasurer.
Rickert initially signaled he would resign as Kane County treasurer, but then seemed intent on holding both positions. He resigned after a bipartisan group of local officials called for him to choose one of his two jobs and stop splitting his commitment to the residents of both counties.

Kilbourne said his experience running the Carpentersville Police Department will help him be successful in his new role.
“I have supervised an organization with 65 employees, managed a budget of over $10 million annually, reported to, and worked with an elected body,” Kilbourne said in the release. “My 27 years with the two Carpentersville Pension Funds have given me a depth of knowledge and experience in both managing investments and working with investment professionals.”

Kilbourne earned a master’s degree in business administration at Illinois State University and has worked nearly two decades as an adjunct instructor at Judson University, the release states.
