Armed Lake Forest Man Found Intoxicated, Stuck In Snow: Blotter
Wanted for four years, drunken driver takes off running; thieves target tracking devices, catalytic converters: Highland Park Police Blotter

HIGHLAND PARK, IL — The following information comes from the Highland Park Police Department and public records as a record of incidents reported to the police and of those arrested by police. Criminal charges represent accusations by the state that are often dropped or reduced. Updated information may be available from the Lake County Clerk of the Circuit Court. Everyone arrested is presumed innocent unless proven guilty in a court of law beyond a reasonable doubt.

Someone spray-painted graffiti in black on a utility pole in the 1000 block of Old Elm Road.

- Shortly before 7 p.m. on Feb. 6, officers were called to the Target, 2099 Skokie Valley Road, for a report two male shoplifters had stolen four boxes of Rogaine and one black diaper bag worth about $234 and left in a dark colored sedan that had been waiting for them in the parking lot.
- Someone stole 30 Zonar school bus tracking devices — worth about $2,250 — from inside busses parked in the rear lot behind Red Oak School, 530 Red Oak Lane, at some point between October 2020 and February 2021.
- Someone stole two catalytic converters from a white Ford E-350 bus sometime after Dec. 15 while it was parked in a lot on the southeast side of a building in the 1600 block of Richfield Avenue, police were told on Feb. 8.
- The catalytic converter from a Ford E-450 bus was stolen sometime between November 2020 and Feb. 10 while it was parked in the lot at 1601 Green Bay Road.
- Staff at the Guitar Center, 143 Skokie Valley Road, reported on Feb. 11 that someone had rented a Gibson Les Paul electric guitar for one day on Jan. 18 but had never returned the item, which was valued at more than $1,400.
- A representative of a car rental service operating out of a dealership at 2490 Skokie Valley Road reported on Feb. 11 that someone had rented a gray Audi on Jan. 15 but had not returned it when it was due back on Feb. 3.
ARRESTS
George A. Robinson, 32, of the 7600 block of South Clyde Avenue, Chicago, was arrested following a traffic stop shortly after midnight on Feb. 4 in the 100 block of the Edens Expressway. He was wanted on a warrant issued by DuPage County authorities in connection with a charge of domestic battery and also charged with driving under the influence of alcohol and driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater. Officers also cited him for improper lane usage before turning him over to Carol Stream police.
Manuel Solano-Rios, 27, of the 600 block of Sheridan Avenue, Highwood, was arrested shortly before midnight on Feb. 4 following a brief foot pursuit. He had an active Lake County arrest warrant issued after he failed to appear in court four years earlier in connection with a DUI charge. Officers reported encountering him on the exit ramp from Route 41 to eastbound Central Avenue trying to push a car stuck in the snow back onto the road. Police said he fled officers toward the waterpark and was taken into custody, where he was charged with driving with a revoked license, obstructing a police officer and driving under the influence of alcohol. He was also issued citations for improper lane usage and illegal transportation of an open container of alcohol by a driver.

Julio Martinez-Rosas, 27, of the 300 block of Prospect Avenue, Highland Park, was arrested around 7:45 p.m. on Feb. 5 and charged with aggravated assault and domestic battery in connection with a fight involving knives. Read more...
Mark J. Mathieson, 44, of the 500 block of East Illinois Road, Lake Forest, was arrested around 10 p.m. on Feb. 10 and charged with possession of a concealed carry firearm while intoxicated and driving under the influence of a combination of substances after officers arrived at the scene of a pickup truck stuck in the snow at the roundabout of McKibbin Street and Patten Road. Officers also cited him for failure to reduce speed to avoid a crash.
Vito D. D'Amore, 27, of the 400 block of Barberry Road, Highland Park, was arrested around 9:30 p.m. on Feb. 12 following a traffic stop in the 200 block of Skokie Valley Road. He was charged with unlawful use of cannabis by a driver and driving with a suspended or revoked license. He was also issued a citation for an obstructed windshield. At the time of his arrest, he was out on bail awaiting trial on a felony narcotics charge and another charge of driving with a suspended or revoked license.
Paulo Bolgar, 27, of the 1900 block of Strenger Lane, Riverwoods, was arrested around 4:30 a.m. on Feb. 13 and charged with driving under the influence of alcohol after officers got a call of a suspicious car parked in the middle of the road in the 1400 block of Waverly Road. Officers also cited him for illegal transportation of an open container of alcohol by a driver and a violation of the city's snow ordinance.
