Two men charged with retail theft in separate incidents, three other shoplifters escape: Highland Park Police Blotter

HIGHLAND PARK, IL — The following information comes from the Highland Park Police Department and public records as a record of incidents reported to the police and of those arrested by police. Criminal charges represent accusations by the state that are often dropped or reduced. Updated information may be available from the Lake County Clerk of the Circuit Court. Everyone arrested is presumed innocent unless proven guilty in a court of law beyond a reasonable doubt.
INCIDENTS
VANDALISM
A depiction of male genitalia drawn in black marker onto a wall inside the Port Clinton parking garage, 601 Laurel Ave., alongside the word "porn," was discovered around 5 p.m. on Jan. 6.
FELONY THEFT
An electronic communication device valued at $2,500 went missing from a home in the 900 block of Central Avenue sometime on Jan. 5 and was reported stolen on the afternoon of Jan. 8.

HOME BURGLARY
Between 1:30 and 3:40 p.m. on Jan. 9, someone broke into a home in the 1800 block of Ridgelee Road by prying open a back door. One or more burglars ransacked two bedrooms inside, but it was not known what, if anything, was stolen at the time of the report.
SHOPLIFTING

- Two male shoplifters each brought a pair of fabric bags into the Walgreens at 632 Rogers Williams Ave., filled up the bags with various vitamins and cosmetic items of unknown value and left the store. Staff later reported the incident on the evening of Jan. 8.
- A man in his 20s, dressed entirely in black with a black mask, went into the CVS on Skokie Valley Road and stole an estimated $500 worth of items from the vitamin aisle. The incident was reported at 2:45 p.m.
ARRESTS
A 35-year-old Chicago man was arrested around 11 p.m. Jan. 7 and charged with driving with a suspended or revoked license and unlawful possession of adult-use cannabis in a motor vehicle. He was also issued a speeding ticket following a traffic stop in the 2300 block of Skokie Valley Road.
Walter Woods, 27, of the 4800 block of South King Drive, Chicago, was arrested shortly after 9 p.m. on Jan. 9 and charged with retail theft and possession of a controlled substance. Police reported he stole about $700 worth of items from the Walgreens at 655 Elm Place.
Serhii Semenenko, 25, of the 5800 block of West Eddy Street, Chicago, was arrested around 7:30 p.m. on Jan. 10 and charged with retail theft after police determined he stole four bottles of booze worth about $200 from the Jewel-Osco at 1600 Deerfield Road.
Wilemina Nelson, 40, of the 200 block of East Woodlands Road, Lake Forest, was arrested around 10 p.m. on Jan. 10 and charged with driving under the influence of alcohol following a traffic stop near the intersection of Skokie Valley and Half Day roads. Officers also issued her a citation for speeding.
Jonathan A. Garcia, 27, of the 1000 block of Highland Avenue, Waukegan, was arrested around 2 a.m. on Jan. 11 and charged with driving under the influence of drugs and unlawful possession of adult-use cannabis in a motor vehicle following a traffic stop near the intersection of Skokie Valley and Half Day roads. He was also issued citations for improper lane usage and speeding more than 35 mph above the limit.
