HIGHLAND PARK, IL — The following information comes from the Highland Park Police Department and public records as a record of incidents reported to the police and of those arrested by police. Criminal charges represent accusations by the state that are often dropped or reduced. Updated information may be available from the Lake County Clerk of the Circuit Court. Everyone arrested is presumed innocent unless proven guilty in a court of law beyond a reasonable doubt.

INCIDENTS

FELONY THEFT
Someone stole a full book of checks from a home in the 1600 block of Green Bay Road and fraudulently withdrew $18,000 to $20,000 from a Citibank account sometime between April and August. The theft was reported to police on Dec. 28.

CRIMINAL DAMAGE
Someone spray painted green waves on a garage door of a home in the 1500 block of Robin Hood Place during the night of Jan. 1 or the early morning hours of Jan. 2.

ARRESTS

Alonzo K. Rogers, 40, of the 1500 block of 3rd Street, Winthrop Harbor, was arrested around 9:30 p.m. on Dec. 28 following a traffic stop at Chantilly and Skokie Valley roads. Rogers had an active arrest warrant issued after he failed to show up in court following a July arrest on traffic and narcotics charges in Wauconda and picked up a new charge of driving with a suspended or revoked license. He was also issued an improper lane usage citation.

Yan Gershkovich, 45, was arrested around 1 p.m. on Dec. 30 following a traffic stop near the intersection of Half Day and Ridge roads and charged with driving under the influence of drugs. He was also issued citations for improper lane usage and disobeying a traffic control device and sign.

Vincent P. Lawlor, 35, of the 8500 block of Majestic Hills Drive in Surtevant, Wisconsin, was arrested around 1:15 a.m. on Dec. 31 and charged with driving under the influence of alcohol and driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater following a traffic stop near the intersection of Old Elm and Skokie Valley roads. He was also issued citations for disobeying a traffic control device and improper lane usage.

Mareena L. Good, 29, of the first block of West Farnham Lane, Lake Forest, was arrested around 3 a.m. on Dec. 31 at the Highland Park Police Department and charged with driving under the influence of alcohol and driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater.

Sharon A. Bonds, 42, of the 700 block of 8th Street, Waukegan, was arrested around 2:45 a.m. on Jan. 1 following a traffic stop near the intersection of at Skokie Valley and Half Day roads and charged with driving under the influence of alcohol. She was also issued citations for illegal transportation of alcohol by a driver, improper overtaking on the right and improper lane usage.

Victor M. Arreguin-Martinez, 27, of the 700 block of Green Bay Road, Highwood, was arrested around 4:45 a.m. on Jan. 1 after officers were called to a report of a car in a ditch near Skokie Valley Road and Central Avenue. He was charged with driving under the influence of alcohol and driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater. Officers also issued him citations for failure to reduce speed to avoid a crash, operating an uninsured motor vehicle and improper lane usage.

Megan E. Gustin, 41, of Wheeling, turned herself in to the Highland Park Police Department around 2:30 p.m. on Jan. 2 after a warrant for her arrest on three counts of possession of a controlled substance was issued in September.

A 23-year-old Chicago woman was pulled over around 1 a.m. on Jan. 3 following a traffic stop in the 1400 block of Park Avenue West and charged with driving without ever having a license and speeding more than 35 mph above the limit.
