Motorist faces felony charges after repeated DUI arrests: Highland Park Police Blotter

HIGHLAND PARK, IL — The following information comes from the Highland Park Police Department and public records as a record of incidents reported to the police and of those arrested by police. Criminal charges represent accusations by the state that are often dropped or reduced. Updated information may be available from the Lake County Clerk of the Circuit Court. Everyone arrested is presumed innocent unless proven guilty in a court of law beyond a reasonable doubt.
INCIDENTS
PACKAGE THEFT
Between 3 and 9 p.m. on Dec. 21, someone stole a package containing a nerf gun worth $150 after it was delivered to a home in the 800 block of Yale Avenue.
THEFT FROM VEHICLE
Between 2:30 p.m. Dec. 17 and 1:30 p.m. Dec. 18, someone stole a catalytic converter from a Jeep Grand Cherokee parked in a lot near the 500 block of Braeside Road, causing an estimated $600 in damage, police were told on Dec. 21.

THEFT FROM FENCE
Someone stole a 24-foot-long lighted garland decoration hanging on a front fence in the 2100 block of Linden Avenue sometime between the evening of Dec. 20 and the morning of Dec. 21.
THEFT FROM YARD
On two separate occasions since late November, four driveway markers have been stolen from a lawn in the 200 block of Woodland Road for a loss of about $35. The most recent theft was reported on Dec. 23.

CRIMINAL DAMAGE
Four American flag planter stakes in front of a home in the 900 block of Half Day Road were found damaged between 9 a.m. and 6:30 p.m. Dec. 26.
CAR BURGLARY
- Someone stole a box full of Amazon knit hats and Whole Foods face masks, as well as a pair of wool gloves, from a car left unlocked in the 100 block of Lakewood Place between 6 p.m. Dec. 20 and 9 a.m. on Dec. 21.
- Someone rummaged through the interior of a possibly unlocked car parked in the first block of Lakewood Avenue between Dec. 21 and Dec. 22.
ARRESTS
Pedro Flores, 41, of the 4900 block of North Troy Street, Chicago, was arrested around 5:30 p.m. on Dec. 21 following a traffic stop at Park Avenue West and Skokie Valley Road. He was charged with aggravated driving under the influence of alcohol — third or subsequent time, aggravated DUI — with a revoked or suspended license, both felonies, as well as misdemeanor DUI, DUI with a breath alcohol concentration of 0.08 or greater and driving with a suspended or revoked license. Officers also issued him citations for illegal transportation of an open container of alcohol, improper backing and driving without lights when required.
Lavar Torrance Perry, 41, of the 200 block of North 36th Street, Milwaukee, was arrested around 3:30 a.m. on Dec. 26 following a traffic stop near Parkside Drive and Skokie Valley Road. He was charged with driving under the influence of alcohol, driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater and driving with a suspended or revoked license. Perry was also issued citations for illegal transportation of an open container of alcohol and improper stopping at a red light.
Daniel C. Hayley, 58, of the 700 block of East Morris Drive, Palatine, was arrested around 6:30 p.m. on Dec. 27 and charged with driving under the influence of drugs or a combination of substances following at traffic stop at Parkside Drive and Skokie Valley Road. Officers also issued him a citation for improper lane usage by violating the media or driving on the wrong side of the road.
