Man Charged with Delivering Heroin to Highland Park

Theft

April 23: Freida Lucas (41) of the 33700 block of Royal Oak Lane, Grayslake was arrested and charged with Theft after police investigated a report of an employee theft at a business in the 1500 block of Park Avenue West, Highland Park. Lucas was transported to bond court at 18 N. County Street, Waukegan, Illinois pending court date.

April 22: Police are investigating a report of a theft. It was reported that an IPad was possibly taken from a vehicle. The incident occurred in the 1900 block of Second Street, Highland Park.

April 24: Police are investigating a delayed report of a theft. It was reported that a diamond ring was possibly taken from a residence while a cleaning service was performing work on April 23, 2013. The incident occurred in the 2300 block of Egandale Avenue, Highland Park.

April 24: Police are investigating a report of a theft. It was reported that a silver Infiniti filled $58.46 in gasoline and drove off without paying. The incident occurred in the 0-100 block of Skokie Valley Road, Highland Park.

April 25: Police are investigating a delayed report of a theft. It was reported that a 29” Giant Revel bicycle was stolen from the bicycle rack in front of Red Oak school. The bicycle had been left unlocked. The theft occurred during school hours on 4/25/2013. The incident occurred in the 500 block of Red Oak Lane, Highland Park.

April 27: Police are investigating a report of a theft. It was reported that a White IPhone5, 16GB was possibly taken while shopping at a business in the 2000 block of Skokie Valley Road, Highland Park.

Possession of cannabis

April 22: Mark Makowsky (27) of the 3300 block of Thornberry Lane, Glenview, Illinois was arrested and charged with possession of cannabis after police located a suspicious parked vehicle near the intersection of Elm Place and First Street while on routine patrol. Makowsky was released on a personal recognizance bond with a court date of June 26, 2013 at 301 Greenleaf Street, Park City Illinois.

Consumption of alcohol by minor

April 17: Mikayla Bernardi (18) of the 700 block of Elm Place, Highland Park was arrested and charged with consumption of alcohol by a minor and resisting arrest after police responded to a report of a dispute in the 2700 block of St. Johns Avenue, Highland Park. Bernardi was released on a personal recognizance bond with a court date of May 29, 2013 at 18 N. County Street, Waukegan, Illinois.

Criminal damage to property

April 23: Police are investigating a report of a criminal damage to property. It was reported that 2002 VW Beetle’s driver’s window broken sometime between 7:18 am and 5:10 pm. Nothing appeared to have been taken from the vehicle. The incident occurred in the 700 block of Park Avenue West, Highland Park.

Aggravated driving under the influence

April 25: Nathan Stoehr (35) of the 300 block of Birkdale Road, Lake Bluff was arrested and charged with aggravated driving under the influence of alcohol, driving under the influence of alcohol and driving while license suspended for DUI after being stopped by police in the 3300 block of Skokie Valley Road, Highland Park. Stoehr was transported to bond court at 18 N. County Street, Waukegan, Illinois pending court date.

Burglary from motor vehicle

April 26: Police are investigating a report of a burglary to two motor vehicles. It was reported that a Volkswagen and Chevrolet Tahoe were left unlocked overnight and someone took a purse and aftermarket radio from the Tahoe and a black iPhone 3g was taken from the Volkswagen. The incident occurred in the 300 block of Walker Avenue, Highland Park.

Domestic battery

April 26: Lucio Arcos (45) of the 1700 block of First Street, Highland Park, Illinois was arrested on a Highland Park warrant for 2 counts of Domestic Battery. Arcos was released on a cash bond with a court date of May 15, 2013 at 18 N. County Street, Waukegan, Illinois.

Contempt of court

April 26: Richard Kaplan (64) of the 9N500 block of Creekwood Court, Elgin, Illinois was arrested on an outstanding Kane County warrant for contempt of court after police responded to a report of a minor car accident in the 400 block of Laurel Avenue. Arcos was released on a cash bond and court date of May 14, 2013 in St. Charles for the warrant and a personal recognizance bond for improper backing, uninsured motor vehicle and expired drivers license with a court date of May 22, 2013 at 301 Greenleaf Avenue, Park City, Illinois.

Driving under the influence

April 28: Elaine Lazarus (50) of the 1300 block of Bob-O-Link Road, Highland Park was arrested and charged with driving under the influence, possession of cannabis, possession of drug paraphernalia, open transportation of alcohol, improper lane usage and failure to signal lane change after being stopped by police in the 1100 block of Central Avenue, Highland Park, Illinois. Lazarus was released on a personal recognizance bond with a court date of May 24, 2013 at 18 N. County Street, Waukegan, Illinois.

Unlawful delivery of heroin

April 27: Christian Bogdan (21) of the 4300 block of Birch Drive, Gurnee was arrested and charged with Unlawful Delivery of Heroin, Possession of Drug Paraphernalia, Possession of Hypodermic Needle and Contributing to the Delinquency of a Minor after police observed a silver Honda Accord parked on the street the 0-100 block of St. Johns Avenue with both the driver and front passenger doors open. Bogdan and a 15 year old juvenile subject were found asleep in the front seats. Bogdan was transported to bond court at 18 N. County Street, Waukegan, Illinois pending court date.

Motor vehicle theft

April 27: Police are investigating a report of a motor vehicle theft. It was reported that a 50cc Yamaha scooter had been stolen from a driveway in the 600 block of Detamble Avenue, Highland Park, Illinois sometime overnight.
