HIGHLAND PARK, IL — The following information comes from the Highland Park and Highwood police departments and public records as a record of incidents reported to the police and of those arrested by police. Criminal charges represent accusations by the state that are often dropped or reduced. Updated information may be available from the Lake County Clerk of the Circuit Court. Everyone arrested is presumed innocent unless proven guilty in a court of law beyond a reasonable doubt.

INCIDENTS

HOME BURGLARIES

  • Someone forced open a back door to break into a home in the 400 block of Green Bay Road between 5:15 and 7:10 p.m. on Feb. 24, stealing a bedroom, computer desk and liquor cabinet. Cash, Pokemon cards and a bottle of liquor were reported stolen.
  • Officers arrived at a home in the 1900 block of Watercress Way around 8 a.m. on March 6 found the front door left open and a burglary alarm going off. It appeared someone had forced open a back door and ransacked the home's master bedroom.

THEFTS

  • Someone stole a catalytic converter worth $1,400 from a Ford truck while it was parked in front of a building in the 1000 block of Central Avenue between Jan. 25 and Feb. 4.
  • Someone stole three packages delivered from an online retailer to the 1600 block of Sunnyside Avenue between Feb. 22 and Feb. 23. Some unknown mail was also stolen for an estimated loss of less than $300.
  • Someone stole a white gold tennis bracelet worth $1,773 from inside a package delivered to a home in the 1500 block of Forest Avenue on Feb. 24. It appeared the package had been opened and resealed during transit.

SHOPLIFTING

  • Someone stole assorted skin care products, vitamins and allergy medicine in a beige Hallmark bag from the Walgreens, 632 Roger Williams Ave., after he was confronted by store employees. The shoplifter was last seen heading north on Pleasant Avenue from Roger Williams Avenue.
  • Two unidentified women stole more than $600 worth of tequila from the Binny's Beverage Depot at 153 Skokie Valley Road between 1 and 1:30 p.m. after hiding bottles in their purses.
  • Someone stole an electric scooter from the Target store, 2099 Skokie Valley Road, shortly before 11 a.m. on March 3 for a loss of about $540. The shoplifter then left in a dark-colored Ford Explorer.

CAR BURGLARIES

  • Shortly after midnight on March 5, two unidentified men dressed in all black and ski masks were seen looking into the center console of a blue Toyota parked in the 1900 block of Green Bay Road. The pair was spotted fleeing through the Green Bay School parking lot.
  • Someone stole a wallet containing credit and identity cards from inside an unlocked Volkswagen parked in a driveway in the 500 block of Vine Avenue between 5 p.m. March 4 and 7 a.m. March 5.
  • Between 5:30 p.m. March 4 and 8 a.m. March 5, someone stole a wallet from inside a Toyota pickup truck parked in a driveway in the 1800 block of Sheahen Court. It was not known whether the truck had been locked.
  • Someone stole cash from inside an unlocked Honda SUV between 5:50 and 7 a.m. on March 5.
  • At some point between March 3 and March 5, someone stole cash, a charging cord and a face mask from inside a Jeep that had been left unlocked while parked in a driveway in the 600 block of Vine Avenue.
  • Someone rummaged through the interior of an unlocked Volkswagen that had been parked on a driveway outside a detached garage in the 600 block of Vine Avenue. An engagement ring, gold chain with pendants in diamond and a gold chain were reported stolen.
  • In the early morning hours of March 5, someone stole sunglasses and a speaker from a car left parked in the 500 block of Michigan Avenue.

CRIMINAL DAMAGE
Someone slashed a front passenger side tire of a parked Honda parked in the 1200 block of Old Skokie Road between 9:10 and 10:15 a.m. on March 7.

ARRESTS

Kody J. Glover, 28, of the 100 block of Franklin Street, Carol Stream, was arrested around 8 p.m. on Feb. 27 and charged with driving under the influence of alcohol following a traffic stop in the 1500 block of Clavey Road.

Daelane X. Shackleford, 27, of the 1000 block of Victoria Avenue, Waukegan, was arrested shortly after 1:30 a.m. following a traffic stop near the intersection of Half Day and Skokie Valley roads. He was charged with two counts of unlawful use of a weapon and not having a conceal carry permit. He was also issued citations for illegal transportation of an open container of alcohol by a driver and speeding 35 mph or more above the limit.

Joselyn G. Lara, 22, of the 1500 block of Ridgeway Street, Round Lake Beach, was arrested around 11 p.m. on March 3 and charged with endangering the life of a child and driving with a suspended or revoked license following a traffic stop near Park Avenue West and Skokie Valley Road. She was also issued a citation for speeding and failure to properly secure a child under 8 in an car seat.

Werner J. Martin, 69, of the 200 block of Hazel Avenue, Highland Park, was arrested around 9 p.m. on March 5 and charged with driving under the influence of alcohol and driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater. He was also issued citations for failure to yield to merging traffic, improper passing on the shoulder and speeding between 26 and 34 mph above the limit after being pulled over in the 1800 block of Deerfield Road.

James Noah Kellogg, 24, of the 200 block of Washington Avenue, Highwood, was arrested around 5 p.m. on March 6 and charged with driving under the influence of alcohol and cited for driving on the sidewalk following an encounter with police outside his home.

Samuel Arnold Caplan, 23, of the 7900 block of North Caldwell Street, Niles, was arrested around 4 a.m. on March 7 following a traffic stop in the 100 block of the Edens Expressway and charged with driving under the influence of drugs and unlawful possession of cannabis by a driver. He was also issued a citation for improper lane usage.

Nathan A. Kostos, 43, of the 4500 block of North Seeley Avenue, Chicago, was arrested around 11:45 p.m. on March 7 and charged with driving under the influence of alcohol, driving without a valid license, no valid registration and operating an uninsured motor vehicle causing bodily harm following an encounter with police at a gas station at the corner of Skokie Valley and Half Day roads.
