HIGHLAND PARK, IL — The following information comes from the Highland Park and Highwood police departments and public records as a record of incidents reported to the police and of those arrested by police. Criminal charges represent accusations by the state that are often dropped or reduced. Updated information may be available from the Lake County Clerk of the Circuit Court. Everyone arrested is presumed innocent unless proven guilty in a court of law beyond a reasonable doubt.

INCIDENTS

CAR BURGLARY
A burglar stole a backpack from an unlocked Mercedes parked in the 1600 block of Sherwood Road at some point between 8 p.m. Dec. 6 and 6 a.m. Dec. 7.

ARRESTS

Thomas E. Silber, 52, of the 500 block of Hyacinth Place, Highland Park, was arrested around 3:45 p.m. on Dec. 10 after he turned himself in at the Highland Park Police Department on a Lake County warrant stemming from a charge of criminal damage in Mundelein.

Mark D. Key Jr., 30, of the 1800 block of Sunshine Lane, Zion, was arrested around 12:45 a.m. on Dec. 11 after officers dispatched to a report of an argument in the 2700 block of St. Johns Avenue found Key had active arrest warrants from McHenry County and Kenosha County, Wisconsin.

Michael H. Rivera, 26, of the 800 block of Hickory Street, Waukegan, was arrested around 12:30 p.m. on Dec. 11 and charged with retail theft from Cos Bar, 662 Central Ave. Officers found he also had active arrest warrants from Lake County stemming from failures to appear in court on traffic charges and alleged violations of probation after he pleaded guilty to a reduced charge of theft.

Jean E. Clesen, 54, of the 2400 block of Woodlawn Road, Northbrook, was arrested around 10:30 p.m. on Dec. 11 and charged with driving under the influence of alcohol. Officers got a call about a bad driver in the 300 block of Skokie Valley Road, found Clesen in a parking lot and determined she was too intoxicated to drive. Authorities also filed paperwork to have her driving license suspended after she refused to provide a breath sample.

Andrew J. Kogut, 28, of the 5700 block of Ashford Ridge in Katy, Texas, was arrested around 11:30 p.m. on Dec. 12 and charged with driving under the influence of alcohol and driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater. Officers also cited him for speeding and improper lane usage following a traffic stop near the intersection of Lake Cook and Skokie Valley roads.

Robert W. Mauer, 52, of the 700 block of Broadview Avenue, Highland Park, was arrested around 10 p.m. on Dec. 13 and charged with two counts of misdemeanor domestic battery after officers were called to his block for a report of a fight.
