3 New Deputy Chiefs Named For Joliet Police Department

Joliet's new police chief Dawn Malec announced the names of three new deputy chiefs on Wednesday afternoon.

JOLIET, IL — The Joliet Police Department's new chief Dawn Malec has promoted Lt. Robert Brown, Lt. Sherrie Blackburn and Sgt. Carlos Matlock to deputy chief of police. Their promotions take effect Friday.

The following information comes from a Joliet Police Department news release:

Lt. Robert Brown started with the Joliet Police Department in 2000. He was promoted to sergeant in 2009 and lieutenant in 2014. Brown has served in patrol, internal affairs and investigations. Brown earned a master’s degree in Public Safety Administration from Lewis University in 2019 and a bachelor’s degree in Criminal Justice from Governors State University in 1998. He is a graduate of the Northwestern University School of Police Staff and Command as well as the Senior Management Institute for Police at Boston University. Prior to his appointment, Brown was assigned as a day shift Watch Commander in patrol. Brown will be assigned as Deputy Chief of Operations.

Lieutenant Sherrie Blackburn began her career with the Joliet Police Department in 2000. Blackburn was promoted to sergeant in 2015 and lieutenant in 2020. Blackburn has served in patrol, the neighborhood oriented policing team and the narcotics unit. She serves on the crisis negotiation team, peer assistance team, she is the department’s LGBTQ liaison and a coordinator for the field training program. In 2020, Blackburn earned her master’s degree in Public Safety Administration from Lewis University and a bachelor’s degree in Recreation Management and Business from Missouri Valley College in 1992. She is a graduate of the Northwestern Institute of Police Staff and Command. Prior to this appointment, Blackburn served as a night shift Watch Commander in the Patrol Division. Blackburn will be assigned as deputy chief of administration.

Sergeant Carlos Matlock has been with the Joliet Police Department since 1994 and was promoted to the rank of Sergeant in 2020. Matlock has served in patrol and investigations. Matlock earned a bachelor’s degree in Criminal Justice Administration in 2008 from the University of Phoenix. He is a member of the Joliet Police Department Honor Guard, Black Police Officer Association, Will Grundy Major Crimes Task Force, Terrorists Officers Liaison Committee and the department’s crisis negotiation team. Prior to his appointment, Matlock was assigned as a patrol Sergeant on the night shift. Matlock will be assigned as Deputy Chief of Investigations.
