JOLIET, IL — MorningStar Mission executive director Sandi Perzee's plans to purchase the Quality Inn on Larkin Avenue to open Joliet's first west side homeless shelter is off to a rocky start after Joliet's zoning and appeals board rejected her rezoning plans in December.

The city commission is only an advisory panel. Joliet's City Council will make the final decision, perhaps Jan. 19.

In recent days, using the Freedom of Information Act, Joliet Patch obtained records for all Joliet Police Department calls for service to the MorningStar Mission, 350 East Washington St. as well as the east side's second major homeless shelter, Daybreak, 611 East Cass St., which is run by the Diocese of Joliet's Catholic Charities.
