On December 10, at about 2 p.m., an officer was stopped in traffic at the red light at Essington Road and Ring Road when the officer saw a black four-door vehicle traveling at a high rate of speed in the oncoming traffic lane.

The officer tried to get through traffic to stop this vehicle, and the black four-door car disobeyed a stop sign on Ring Road.

Once the officer caught up to the vehicle at Ring and Louis Joliet Mall Entrance #6, he saw that the vehicle crashed and was on its roof.

The officer saw Ruiz crawling out of the broken driver?s door window. Ruiz attempted to flee, but he was caught by the officer. A struggle ensued as the officer tried to take Ruiz into custody. Ruiz tried several times to break loose from the officer?s grasp. Even though the officer placed handcuffs on Ruiz, Ruiz, while in handcuffs, kept kicking his legs and feet toward the officer as well as pulling away from the officer.

Joliet police said the officer received assistance from two brave citizens when taking Ruiz into custody. The officer received minor injuries while taking Ruiz into custody.

According to Landeros: Ruiz was traveling with a passenger, another 18-year-old from Bolingbrook, when he crashed. The passenger complied with the officer?s orders to stay in place as the officer was struggling with Ruiz.

Ruiz was also issued several citations for traffic violations.
