JOLIET ? If you were driving along Route 59 and saw a number of Joliet police cars parked in front of the Frankie's Tap, the officers weren't there for amusement. They were making a rare arrest at Frankie's. A 24-year-old patron of Frankie's named Nazarii Shmihelskyi, a 24-year-old Lindenhurst resident, was arrested on two felony counts of criminal damage to property.

The crime is not detainable under the SAFE-T-Act, so the Joliet police ended up giving Shmihelskyi a notice to appear in court.

According to Joliet police spokesman Dwayne English, at 12:10 a.m. Nov. 10, officers responded to Frankie's Tap at 1534 Route 59 for a report of a patron who had damaged a gaming machine.

English said officers learned that Shmihelskyi grew angry about losing all his money while playing a slot machine, and police believe that Shmihelskyi threw a bar chair at the slot machine, seriously damaging the screen of the machine.

Shmihelskyi was on the scene, and he was placed into custody without incident.
