Cops Smell Pot, Find Gun While Investigating Crash: Blotter
Car catches fire after drunken driver crashes into tree; motorists halt intoxicated Milwaukee man: Lake Forest-Lake Bluff Blotter

LAKE FOREST, IL — The following information comes from Lake Forest and Lake Bluff police and Lake County court records as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt, and criminal charges, which represent merely accusations by the state, are often dropped or reduced. Updated information may be available from the Lake County Circuit Clerk of Courts. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.
ARRESTS
Dean W. Parsons, 39, of the 29500 block of N. Birch Avenue, Lake Bluff, was arrested around 7 p.m. on Dec. 12 and charged with four counts of misdemeanor domestic battery after officers were called to his home for a report of disturbance. Police also issued a municipal ordinance citation for obstructing and resisting arrest to a 33-year-old Lake Bluff woman Parsons is accused of battering after an officer reported she disobeyed orders, pulled away from him and tried to kick him.
Armani M. Harvey, 19, of the 2800 block of Elizabeth Avenue, Zion, was arrested around 9 a.m. on Dec. 15 after officers were called to a traffic crash at the intersection of Route 41 and Route 60. Police said the car he was driving smelled like marijuana and contained a 9mm pistol, a 40-round magazine and ammunition. He was charged with misdemeanor counts of unlawful use of a weapon, possession of a firearm without a Firearm Owners Identification Card and driving without a valid license.

Rosie Ball, 34, of the 1500 block of Jackson Street, North Chicago, was arrested around 3:15 a.m. on Dec. 19 after officers arrived at the scene of a one-car crash on Route 41 north of Westleigh Road. Ball had driven off the road and into a tree. Her car was on fire when police arrived. Officers determined she had been drinking heavily before getting behind the wheel. Ball was charged with driving under the influence of alcohol and also issued citations for improper lane usage, operating an uninsured motor vehicle and failure to reduce speed to avoid a crash.
Callahan J. Coughlin, 23, of the 100 block of Green Bay Road, Lake Forest, was arrested around 1:30 p.m. on Dec. 19 and charged with two counts of domestic battery after police were called to his home for a report and determined that he had beaten a relative.

Jesus G. Cachu, 22, of the 4000 block of Deodar Street in East Chicago, Indiana, was arrested around 1 a.m. on Dec. 20 following a traffic stop on an SUV seen committing lane violations on Route 41. Officers reported the driver, Cachu, appeared drunk and admitted having four bears and no driver's license. Police reported he produced a breath sample indicating his breath alcohol content was more than twice the legal limit. Cachu was charged with driving under the influence of alcohol and driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater.
Darnel I. Jackson, 47, of the 300 block of Lake Avenue, Waukegan, was arrested around 1 a.m. on Dec. 25 after officers noticed him driving a Buick down Route 41 at 105 mph. When police tried to pull him over, he made "several evasive maneuvers" before eventually being stopped by officers near Green Bay and Buckley roads. Police learned Jackson's license had been revoked and he lacked car insurance. He was charged with fleeing and eluding and driving with a revoked license, and issued citations for operating an uninsured vehicle, speeding and illegal transportation of an open container of alcohol.
Phoenix Pearson, 43, of the 600 block of South Beverly Place, Lake Forest, was arrested at the Lake Forest Police Department around 11 a.m. on Dec. 29 on a warrant issued after she failed to appear in court in connection with a May 2020 domestic battery arrest.
Tyron Shelton, 19, of the 400 block of South Hamlin Avenue, Chicago, was arrested around 1 p.m. on Dec. 29 in the 500 block of Western Avenue and charged with misdemeanor theft after officers were told he grabbed a person's phone and transferred $420 from it without permission.
Benito Landa-Ocampo, 59, of the 200 block of Sheridan Avenue, Highwood, was arrested around 4 p.m. on Dec. 29 and charged with driving under the influence of alcohol after police encountered him near Everett Road and Estate Lane. His SUV had two flat tires and he appeared to be drunk, police said. He was also charged with driving without ever having been issued a license.
John J. Hapkowsky, 48, of the 7300 block of Burleigh Street, Milwaukee, was arrested around 7 p.m. on Dec. 30 following a report of an apparently intoxicated driver attempting to drive in reverse on northbound Route 41 south of Westleigh Road. When officers arrived, they found two other drivers had blocked him Hapkowsky's SUV. Officers reported he had seven bags of suspected heroin, was driving with a license suspended due to a previous DUI arrest and believed he was in Milwaukee. He was charged with aggravated driving under the influence, possession of a controlled substance, driving under the influence of drugs and driving on a revoked license.
