Hit-And-Run Driver Flees Crash With Kids In Car: LF/LB Blotter
Drunken drivers discovered surrounded by beer, driving too fast — or driving too slow: Lake Forest-Lake Bluff Police Blotter

LAKE FOREST, IL — The following information comes from Lake Forest and Lake Bluff police and Lake County court records as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt, and criminal charges, which represent merely accusations by the state, are often dropped or reduced. Updated information may be available from the Lake County Circuit Clerk of Courts. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.
ARRESTS
Kenneth J. McCrank III, 21, of the 29800 block of North Bay Shore Drive, Lake Bluff, was charged with driving under the influence of alcohol and driving under the influence of alcohol with a breath alcohol after an officer pulled him over around 9:15 p.m. on Oct. 25 for flashing his high beams. McCrank, who claimed to be making a delivery for a local restaurant, showed signs of intoxication and provided a breath sample indicating a breath alcohol concentration of about one and a half time times the legal limit.
Emilia Lipinski, 24, of the 2100 block of Dewey Avenue, Evanston, was arrested around 2:45 p.m. Nov. 19 in the 600 block of North Western Avenue after officers called to a report of something suspicious going on at Market Square reported she was hesitant to identify herself and gave them a fake name and birthday. Police discovered she had two active arrest warrants stemming from charges in two unspecified Illinois counties and took her into custody.

Bernaldino Vara, 46, of the 2300 block of 9th Parkway, Waukegan, was arrested around 9 p.m. Nov. 22 and charged with driving under the influence of alcohol after an officer found him parked on Sheridan Road near Crab Tree Lane with a beer bottle and empty case of beer in the nearby grass. He was arrested after failing field sobriety tests and refused to provide a breath sample, so authorities filed paperwork to suspend his license.
James McGee, 63, of the 1700 block of Grove Avenue, North Chicago, was arrested shortly after midnight on Nov. 26 after police pulled him over on Route 41 after noticing a Ford pickup he was driving violate various traffic laws — including driving 30 mph in a 55 mph zone. The driver, identified as McGee, appeared to be intoxicated and already had his license revoked following a DUI arrest. He admitted driving at least three beers before driving, failed sobriety tests and later produced a breath sample of nearly twice the legal limit. He was charged with aggravated driving under the influence of alcohol, aggravated driving with a revoked license, DUI–alcohol and DUI with a breath alcohol concentration of 0.08 or greater.

Julianne T. Fraser, 26, of the 1400 block of St. Anthony Street in New Orleans, Louisiana, was arrested around 5:45 p.m. on Nov. 27 and charged with driving under the influence of drugs following a traffic stop near Route 41 and Route 60. Police reported she admitted consuming prescription and non-prescription substances and showed signs of impairment during sobriety tests.
Darnell E. Phillips, 54, of the 7400 block of North Winchester Avenue, Chicago, was arrested around 1:45 a.m. on Dec. 3 following a traffic stop on Route 41 at Westleigh Road. Police reported he was unable to produce a driver's license or insurance and admitted drinking. He later provided a breath sample indicating his breath alcohol concentration was nearly twice the legal limit. Phillips was charged with aggravated driving under the influence of alcohol, DUI–alcohol and DUI with a breath alcohol concentration of 0.08 or greater. Police said his license had been suspended due to multiple previous DUI arrests and Phillips was wanted on a separate warrant issued by Northbrook police.
Kendal G. Sanders, 22, of the 200 block of West Hill Road, Chicago, was arrested around 2:30 a.m. Dec. 5 after officers found him obstructing traffic on Route 41 at Old Elm Road. After speaking to him and learning he did not have a valid license, police learned he had an arrest warrant in McHenry County and took him into custody for the warrant as well as driving without a license.
Samuel I. Cox, 24, of the 100 block of North Laramie Avenue, Chicago, was arrested around 8 p.m. on Dec. 12 after police were dispatched to the scene of a two-car crash at Route 41 and Route 60. Police determined Cox had fled the scene and exited at Deerpath Road. Lake Bluff police later found him on Symphony Lane with two children under the age of 4 who were not in car seats. He was charged with leaving the scene of a personal injury accident, driving with a suspended license and child endangerment. He was also issued citations for unlawful possession of cannabis child restraint violation. The other driver, a 21-year-old Bellwood woman, was charged with driving with a suspended license and issued a citation for unlawful possession of cannabis.
