LAKE FOREST, IL — The following information comes from Lake Forest and Lake Bluff police and Lake County court records as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt, and criminal charges, which represent merely accusations by the state, are often dropped or reduced. Updated information may be available from the Lake County Circuit Clerk of Courts. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.

ARRESTS

Jennifer E. Patt, 48, of the 200 block of Park Avenue, Lake Forest, was arrested around 11:45 a.m. on March 25 and charged with obstructing an officer after fleeing police following an encounter with police that began on Waukegan Road near Pine Croft Lane. An officer reported pulling her over after noticing her talking on a cell phone while driving and asking her to roll down the window several times., but she refused to roll down the window and sped away. Police found her black Toyota again near Deerpath Road and Deerpath Square and conducted a second traffic stop on her car. This time, police told her she was under arrest — but she refused to get out. She eventually exited the car and was taken into custody, police reported. In addition to the misdemeanor obstruction charge, Patt was issued a citation for use of a cell phone while driving.

Freddy Ramos, 47, of the 3700 block of West Hayford Street, Chicago, was arrested around 8 a.m. on March 28 and charged with driving under the influence of alcohol, driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater and driving with a revoked license following a traffic stop at Route 41 and Deerpath Road. Ramos was also issued a citation for driving an uninsured vehicle. Police were called to Route 41 for a report of an older blue work van driving slowly with a sleepy-looking older person behind the week. After finding the van going 15 mph under the speed limit, police pulled over the car and noticed the driver, identified as Ramos, appeared to be drunk. He also had wounds and drive blood on his face, so officers called in fire department personnel to evaluate him, but he declined any treatment. Police discovered several Natural Light beer cans and vodka bottles, most empty but one with a quarter remaining, around the car. Police took Ramos into custody before was taken to Lake Forest Hospital for treatment, where he later produced a sample indicating his blood alcohol level was 0.217, nearly two and a half times the legal limit for intoxication.

Jovani Deloya, 31, of the 600 block of North Jackson Street, Waukegan, was arrested around 1:45 a.m. on April 4 and charged with driving under the influence of alcohol, driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater and unlawful possession of cannabis by a drier following an investigation into a two-car crash at Route 41 and Westleigh Road. Police determined Deloya rear-ended a car that was starting to enter the intersection after a green light. An officer reported Deloya admitted having six or seven Coronas an hour before driving and smelled of alcohol. After he was placed under arrest, police found a small amount of cannabis and paraphernalia. Deloya later produced a sample indicating his breath alcohol concentration was 0.193, more than twice the legal limit for intoxication.

Robert C. Fonza, 37, of the 500 block of 91st Street, Chicago, was arrested around 2 p.m. on March 13 in Cicero in connection with a Lake County warrant issued as part of an investigation into a string of stolen credit cards from employees at Lake Forest Hospital. Fonza was charged with financial institutional fraud, burglary and identity theft. Several hospital employees reported a thief had been pilfering credit cards and cash from their belongings and using the cards fraudulently. Investigators reviewed security video and identified Fonza, a parolee with an extensive record of burglary and identity theft convictions, at the scene. Police reported Fonza was seen entering the hospital by waiting for an employee to leave through an access door and leaving the scene in a Nissan Altima registered in his name.

James C. Foster, 51, of the 400 block of Clifton Drive, Round Lake Park, was arrest around 4:45 p.m. on April 6 and charged with aggravated driving under the influence, due to past convictions, aggravated driving with a license revoked, driving with a license revoked due to a previous DUI and driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater following a traffic stop in the 1000 block of Everett Road. Staff at Lake Forest Acute Care on Everett Road called 911 to report a possibly intoxicated man was acting aggressively and may try to drive a vehicle. Officers spoke to the man, identified as Foster, determined he had driven a Mazda to the location for his job and smelled alcohol on his breath. Following field sobriety tests, Foster was taken into custody and driven to the police station, where he provided a sample indicating his breath alcohol concentration was 0.224, more than two and a half times the legal limit for intoxication. Prosecutors approved several felony charges after learning Foster's license had been revoked for previous DUIs.
