Oak Forest Looks To Fill Human Resources Position: Job Opening
The Human Resources Manager is responsible for developing, organizing, planning and implementing the city's human resources program.
OAK FOREST, IL — Looking for a Human Resource job? The City of Oak Forest is hiring.
According to the city, the Human Resources Manager is responsible for developing, organizing, planning and implementing human resources program. The Human Resources Manager is a department head level position responsible for leadership, management and supervision of Human Resources related programs. This person will report to the City Administrator.
The job description states that the work involves a variety of tasks, and takes responsibility for management of the worker’s compensation insurance program, property and casualty insurance program, health insurance program, training programs, city safety program and works closely with the City Administrator on the city’s risk management portfolio.

The city used the following examples of work to describe the job to applicants:
- Manages the implementation and administration of various employee benefit programs; maintains employee benefit records, including new enrollments, and terminating participation, and monitors insurance deductions, billings, and payments. Acts as the liaison to insurance carriers and advises employees regarding benefit programs. Administers COBRA and Illinois continuation of benefit programs.
- Receives, processes, and tracks of workers compensation claims to resolution with insurance carriers, forwards wage reports when necessary, maintains files involving employee inquiries, and works with insurance claims adjusters and attorneys to ensure proper claim processing. Formulates programs and strategies to reduce workers compensation, liability and property damage claims.
- Conducts salary and fringe benefit surveys, staffing, and other organizational studies. Analyzes existing compensation and benefit plans of the City and prevailing practices among similar organizations to establish fair compensation plans and competitive benefits programs through analysis of market data; recommends benefit plan changes to management if necessary; and notifies employees and labor union representatives of changes in benefits programs.
- Create and implement city-wide training programs encouraging professional development.
- Participates in the preparation and negotiation of collective bargaining agreements.
- Maintains personnel policy manual and employee safety manual to insure documents are current and relevant.
- Manages and monitors the city's loss prevention and safety programs.
- Assists departments with implementation of safety related initiatives.
- Serves as staff liaison to the employee safety committee.
- Researches and recommends action on personnel and employment related questions, and resolves employee questions and complaints.
- Perform special projects for the City Administrator and Department Heads.
- Perform other duties as may be assigned.
To qualify for the role, the city stated it is looking for the following:

- Bachelor’s degree in human resources or a closely related field from an accredited four-year college or university, with five (5) years’ experience in a human resources capacity or any combination of education and experience that provides equivalent knowledge, skill, and abilities will be considered.
- Certification as a Professional in Human Resources (PHR or SPHR) preferred.
- Proficiency in the use of standard office software and technology required.
