City to focus on educating residents about regulations
New model is intended to generate compliance rather than investigate complaints

Elgin officials are trying to move away from the complaint-based model of code enforcement, and they are trying to educate residents about how to comply with regulations, according to The Courier-News. Some residents have complained about commercial trucks parked on private property, dilapidated fences and overcrowding in homes. There are only seven inspectors for the City of Elgin, so officials hope to get residents to help identify problems. At a recent meeting, Elgin residents were surveyed about what they considered to be the worst code violations. The city is planning a code compliance academy, which is expected to launch in March.
