The similarities and differences between Illinois' and Pennsylvania's budget impasse.

Here was the scene on Oct. 7, 2015: A rookie governor. A state legislature dominated by the opposing party. A multi-billion-dollar budget shortfall that needs fixing with cuts, tax increases or both. A state government entering its fourth month without an operating budget. Social service agencies on the brink of collapse without state funding. A team from the National League Central Division in a one-game playoff to continue in the postseason and end a decades-old World Series drought.

As of today, Illinois and Pennsylvania — both of which started Fiscal Year 2016 on July 1 — are the only states that have yet to enact operating budgets for the year.

There are two big differences here. First, Illinois’ National League Central Division Team, the Chicago Cubs, moved on in the 2015 postseason by defeating Pennsylvania’s Pittsburgh Pirates.
