Broadview Village Board Votes to Thank Welch, Harmon on IL Budget
Pritzker's budget plan would have cut Broadview's share of Illinois income tax revenue by $52,056.

(Broadview, IL) – West suburban Broadview adopted a resolution on Monday “thanking” the Illinois General Assembly’s top leaders for approving a state budget that rejected a proposal sought by Governor JB Pritzker to cut funding for local municipal governments.
The Broadview Village Board of Trustees voted unanimously at their June 7 meeting to officially thank Illinois House Speaker Chris Welch and Senate President Don Harmon for adopting a new state budget that discarded Pritzker’s budget plan that would have cut Broadview’s share of Illinois income tax revenue from the Local Government Distributive Fund by $52,056.
“The burden of a $52,056 cut would likely have fallen hardest on Broadview property taxpayers in order to preserve village services, such as police and fire protection had the measure been approved,” said Broadview Mayor Katrina Thompson, who introduced the resolution. “Therefore, the Village of Broadview wants to officially thank Speaker Welch and Senate President Harmon for listening to their local mayors and for protecting basic local government services.”

When Illinois created a state income tax in 1969, the law stipulated that 10% of total income tax collections would be shared with local governments, but the revenues shared with municipalities have been significantly reduced by state lawmakers since 2011 from 10% to 6.06% today. Pritzker had sought this year to cut that money by another 10%.
Currently, Broadview receives $520,569 annually from the State, which is down from $839,628 in 2011.

The Broadview resolution cited Welch and Harmon for their budget “leadership.”
“…[T]he Village of Broadview expresses its gratitude and thanks to Illinois House Speaker Emanuel “Chris” Welch and Illinois Senate President Don Harmon for their leadership in the General Assembly to protect Local Government Distributive Fund payments so municipalities across Illinois can continue provide basic levels of service and lessen the reliance on property taxes,” according to the resolution’s text.
Voting in favor of the resolution were trustees Judy Abraham, Sheila Armour, Judy Miller, John Tierney, and Patricia Chao-Malave.
