Gary Police Chief Resigns, New Chief Sworn In

Police announced Chief Larry McKinley's resignation Monday morning, and successor Richard Allen was sworn in hours later.

GARY, IN — Hours after Gary police announced the resignation of Chief Larry McKinley, his successor — a longtime police lieutenant — has been sworn in. Gary police announced Monday morning that Lt. Richard Allen has been appointed to take McKinley's place by Mayor Karen Freeman-Wilson. “Richard Allen has risen through the ranks of the Gary Police Department and has seen all aspects of the department," Freeman-Wilson said of the 23-year veteran of the police department. "His knowledge and expertise should serve him well as the new chief and should equip him to lead.”

The mayor said she respected McKinley's decision to retire as he closed in on 20 years as Gary police chief. McKinley will remain with the Gary Police Department in a capacity that is yet to be determined, according to a statement from Freeman-Wilson.

Allen, who was sworn in at 9:30 a.m. Monday at city hall, has worked in the patrol, community policing and crime scene investigation units and served as a U.S. Marine from 1983-87.

“I am honored to serve the citizens of Gary and the men and women of the Gary Police Department," Allen said in a statement released Monday. "I look forward to working with a dedicated team to enhance camaraderie among the members of the department, work with other city staff and increase police and community trust among those who live in and visit this community."

Allen was expected to quickly name his deputy chief and command staff.
