- Education: Bachelor’s Degree in Planning, Public Administration or related field
- Knowledge of municipal principles, theories and practices as well as knowledge of current planning practices
- Knowledge of Federal Grant programming, as well as various State and Federal regulations related to Education and Community Development
- Ability to supervise and coordinate the activities of others, including neighborhood organizations
- Knowledge of the basic concepts and practices of Community Development programs
- Knowledge of local government structure
- Knowledge of methods of research and preparation of reports as a basis for recommendations, ability to perform statistical analysis for the same
- Knowledge in compiling, analyzing and processing data
- Ability to deal tactfully with a diverse client population, contractors, department personnel and other city employees
- Ability to legally operate a motor vehicle
- Holds responsibility of securing premises of trespassers
- Informs foreman or supervisor of major repairs needed
- Checks plant for leaks, spills, and electrical fires
- Assists in changing chemical tanks
- Assists in transferring chemicals to Plant #2
- May assist skilled tradesperson on projects requiring labor assistance
- Assists in receiving shipments of chemicals
- Assists in changing chlorine tanks as needed and records same
- Cleans settling basins in Plant #1 bi-annually
- Assumes maintenance operator position as needed
- Assists in performing minor electrical repairs
- Assists in maintaining all pump motors and checks machinery gauges
- Assists in repairing minor leaks and malfunctions in pipe system
- Assists in repairing air lines to furnaces and air operated equipment
- Assists in greasing and oiling any and all machines
- Cuts grass, shovels snow, and maintains general outdoor appearance
- Assists in exercising diesel generator once a month
- Assists in maintaining oil level on all electric pumps and air compressors
- Assists in maintaining water level in boiler and pumps
- Sweeps, mops, waxes floors, empties garbage, and maintains general indoor appearance of designated plant
- Cleans designated workstation
- Performs related duties as required
Hiring will be done in accordance with Hammond City Ordinance #8620 as it pertains to the residency requirement.
Responsibility:
Must work within federal guidelines as well as within budget limitations. General objectives and goals are discussed with supervisor, but method of accomplishment is left to the discretion of incumbent. Work is reviewed and audited by outside authorities as well as the Executive Director. Errors in judgment could result in loss of funding, inconvenience to the public and embarrassment to the department.
Public Work Environment:
Promotes the success of the Social Services programs through the effective preparation of publicly distributed materials, including flyers, press releases, department web site, and through media contact. Coordinates and leads special projects, as well as department and city-wide initiatives. Interacts and communicates with various groups, individuals, and other city department heads and personnel, subordinates, program participants and their family members, community organization, school personnel, news media, and the general public. Works with a broad spectrum of Federal, State and Local officials who have an interest in the formulations, implementations, and management of various projects. Close contact with the public is also maintained for the purpose of giving and receiving information.
Working Environment:
Work is performed in a standard office environment. A considerable degree of mental strain may be experienced.
