- Education: Bachelor’s Degree in Planning, Public Administration or related field
- Knowledge of municipal principles, theories and practices as well as knowledge of current planning practices
- Knowledge of Federal Grant programming, as well as various State and Federal regulations related to Education and Community Development
- Ability to supervise and coordinate the activities of others, including neighborhood organizations
- Knowledge of the basic concepts and practices of Community Development programs
- Knowledge of local government structure
- Knowledge of methods of research and preparation of reports as a basis for recommendations, ability to perform statistical analysis for the same
- Knowledge in compiling, analyzing and processing data
- Ability to deal tactfully with a diverse client population, contractors, department personnel and other city employees
- Ability to legally operate a motor vehicle
- Plans, develops and assures the implementation of programs and services to meet the social services needs of the community
- Ensures that written and verbal communications about the City reflect its mission and goals
- Works with Finance Department to implement and maintain financial records of all projects and programs
- Collects and analyzes census data
- Researches new federal and state community and redevelopment programs, policies and funding
- Maintains project schedules and meets established deadlines
- Assists, develops, reviews, analyzes monthly reports submitted by social service agencies for compliance to budgetary and programmatic requirements and objectives of the various projects to ensure contract compliance, may make on-site visits to assess effectiveness of individual projects, may write and submit monthly performance monitoring reports
- Assists in providing technical assistance to project sponsors in physical design and implementation procedures; may assist in project analysis and funding recommendations based on evaluation of performance and relevant data
- As assigned, attend project related community and other meetings
- May provide program information and support services to various groups, organizations and individuals
- Conducts meetings with local, state and federal officials
- Coordinate and maintain contract files, including amendments, change orders and payments.
- Maintain files of all federal, state and local requirements, including 24 CFR as it pertains to CDBG, HOME and ESG, and any and all requirements regarding labor standards and equal opportunity regulations
- Conduct on-site contractor interviews and monitor federal requirements of Davis Bacon Labor Standards
- Approve all payments to vendors and contractors
- Compile and maintain IDIS and HMIS statistical and narrative reports from operating agencies relative to beneficiaries of programs and activities
- Performs other duties assigned by Community Development Director
Hiring will be done in accordance with Hammond City Ordinance #8620 as it pertains to the residency requirement.
Responsibility:
Must work within federal guidelines as well as within budget limitations. General objectives and goals are discussed with supervisor, but method of accomplishment is left to the discretion of incumbent. Work is reviewed and audited by outside authorities as well as the Executive Director. Errors in judgment could result in loss of funding, inconvenience to the public and embarrassment to the department.
Public Work Environment:
Promotes the success of the Social Services programs through the effective preparation of publicly distributed materials, including flyers, press releases, department web site, and through media contact. Coordinates and leads special projects, as well as department and city-wide initiatives. Interacts and communicates with various groups, individuals, and other city department heads and personnel, subordinates, program participants and their family members, community organization, school personnel, news media, and the general public. Works with a broad spectrum of Federal, State and Local officials who have an interest in the formulations, implementations, and management of various projects. Close contact with the public is also maintained for the purpose of giving and receiving information.
Working Environment:
Work is performed in a standard office environment. A considerable degree of mental strain may be experienced.
